Overview

Application Manager

(HR/PR IT)

Under general supervision, oversees various system projects of a highly complex nature. Responsible for assembling project team, assigning individual responsibilities, identifying appropriate resources needed, and developing schedules to ensure timely completion of project. Must be familiar with the system scope and project objectives, as well as the role and function of each team member, in order to effectively coordinate the activities of the team. Incumbent could possess highly specialized knowledge of a specific technology. MUST have experience with HR-PR applications (Ultipro). 

Responsibilities
  1. Assume management responsibility for the analysis, evaluation, development, testing and implementation software applications. Develop project time lines and identify project tasks and procedures.
  2. Manage, plan, coordinate and review the work plan for applications staff. Assign work activities, projects and programs. Review and evaluate work products, methods and procedures. Meet with staff to identify and resolve problems.
  3. Maintain staff by recruiting, selecting, orienting, and training employees; maintaining a safe, secure, and legal work environment; developing personal growth opportunities.
  4. Accomplishes staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
  5. Analyze business systems to determine effectiveness. Identify inadequacies, inefficiencies and problems and recommend solutions. Develop system specifications. Recommend application software development.
  6. Manage diagnostic investigations of program errors and implement or recommend solutions or methodologies for resolutions.
  7. Review proposed systems software for compliance with applicable quality assurance standards before acquisition or implementation. 
  8. Overall responsibility for establishing, managing and maintaining strategic relationships with customers. Regularly interacts with functional groups within the IT organization to communicate and clarify customer requirements. Performs as liaison between enterprise and end-users, outside vendors, contractors and consultants to define and establish service and support requirements. Investigates and resolves customer relationship problems.
  9. Develop risk management procedures, business continuance scenarios, contingency and disaster recovery plans for central and distributed systems and networks to maintain operations during downtime and/or major disasters. Identifies and makes recommendations regarding critical points of failure. Proactive in building processes to minimize/eliminate downtime.

Job Requirements

  • BS Management Information systems, Computer Science or similar field. Four additional years of work experience in lieu of a Bachelor’s Degree.
  • One to four years of demonstrated and verifiable experience in a lead role supporting multi-location information technology software deployments.
  • Background in product development and/or product management with extensive knowledge of business requirements, documentation and application functionality is required.
  • Experience in HR, Payroll and Timekeeping
  • Ultipro experience is a plus.
  • Background in clinical healthcare is a plus.
  • Systems business process design 
  • Ability to learn and apply computer application knowledge to debug common technical issues
  • Information technology application development / project management skills
